IPPO, Geneva (Reporter: Shihui LI) At the high-level panel discussion titled "Democracy and Racism Are Incompatible" held at the Palais des Nations in Geneva on August 26, 2025, Cui Guowei, the founder of the International Patriotic Pact Organization (IPPO) and a representative of the Shaanxi Patriotic Volunteer Association, delivered his views via video, calling on the international community to join hands in resisting racism with democratic ideals and building a fair and just world.
In his speech, Cui Guowei pointed out that democracy, as an important achievement of human political civilization, has its core in safeguarding people's rights, promoting fairness and justice, and achieving diversity and inclusiveness, advocating for equal participation of all in social affairs.
In contrast, racism seriously violates the concept of human equality, creates discrimination and prejudice, and becomes a malignant tumor that hinders social progress and harmony.
He emphasized that "loving one’s own country without harming other nations’ interests" should be based on respecting the sovereignty and interests of other countries to promote the common development of one's own country and the world. This concept has been widely recognized and practiced within the International Patriotic Pact Organization. In recent years, the organization has been committed to promoting exchanges and understanding among people of different races and cultures. Through organizing volunteers to conduct field research in Afghanistan and ethnic minority regions in China, it has gained a profound understanding of the severe impediment that racial conflicts pose to social development.
"In Afghanistan, long-term racial conflicts have led to the country's underdevelopment and the hardship of its people. In China, democratic forces have enabled all ethnic groups to coexist equally. The government has implemented a series of policies to promote the development of ethnic minority regions, and all ethnic groups share the fruits of development," Cui Guowei said, using China as an example to point out that this is a vivid demonstration of democracy triumphing over racism. He mentioned that the Chinese government's support policies in education, economy, culture, and other aspects in ethnic minority regions have effectively promoted local economic and social development and enhanced unity and harmony among all ethnic groups.
At the international level, Cui Guowei said that the International Patriotic Pact Organization has actively participated in conferences and voiced its opinions. The 'International Patriotic Pact' advocated by IPPO has been signed and supported by more than 160 non-governmental organizations from 50 countries. This pact aims to jointly resist racism and promote world peace and development through international cooperation.
This high-level panel discussion was chaired by Mr. Jürg Lauber, President of the Human Rights Council, aiming to thoroughly explore the incompatibility between democracy and racism and share good practices and challenges in various countries in combating racism and promoting democratic participation.
Ms. Nada Al-Nashif, United Nations Deputy High Commissioner for Human Rights, and Ms. Anielle Franco, Brazil's Minister of Racial Equality, also delivered opening speeches via video or in person.
Experts and representatives at the meeting unanimously stated that in the face of the current grave situation of the resurgence of racism, the international community must strengthen cooperation and jointly resist racism with democratic ideals to promote the building of a fairer, more just, and inclusive world.
Cui Guowei's speech received wide recognition and response from the attending representatives. Everyone agreed that only by adhering to democratic principles and respecting cultural diversity can racial discrimination and prejudice be effectively eliminated and the common development and prosperity of humanity be achieved.
This discussion not only provided a platform for exchange and cooperation for the international community but also pointed the way forward for future efforts to combat racism and promote democratic participation.
