IPPO is an international non-profit, non-governmental organization. It aims to promote international collaboration through the Review Mechanism for Nation's Rights to Development, safeguard the nation's rights to development of countries worldwide, foster global peace, cooperation, and solidarity, and ensure the comprehensive protection and development of human rights. It has the capacity to review issues and situations related to nation's rights to development that require attention from countries around the world. Meetings are held at the United Nations Office at Geneva or other UN offices.
IPPO was born out of the "International Patriotic Pact Initiative" proposed by Mr. Guowei CUI, the founder of the International Patriotic Pact Organization, at the 51st session of the United Nations Human Rights Council. Officially established on October 1, 2022, it aims to promote international collaboration through IPPO's third-party review mechanism, safeguard nation's rights to development, foster global peace, cooperation, and solidarity, and ensure the comprehensive protection and development of human rights.
IPPO consists of more than 240 non-governmental organizations covered over 60 countries by far, with a core mission to advance the Initiative and Practice of the "International Patriotic Pact." It reviews whether countries that require attention respect and uphold the development rights of other countries during their development processes. By publicly releasing review reports, the organization enhances international respect and understanding of vital national development rights and sovereignty, promoting the establishment of a more just and harmonious international order.

● Promote and practice the international patriotic concept of "Love one's own country without harming other nations' interests";
● Develop an IPPO Review Mechanism to review the nation's rights to development of countries concerned by IPPO;
● Support various UN initiatives and carry out related UN activities;
● Participate in or host UN conferences and other international meetings;
● Organize and participate in the establishment of the UN global governance system, rule-making, and the formulation of relevant plans;
● Organize and participate in education, science, culture, health, and sports activities;
● Organize and participate in environmental protection and the construction of social and public facilities;
● Organize and participate in other public welfare and social undertakings that contribute to the development and progress of global society.
By far, IPPO members consist of the heads of more than 240 non-governmental organizations that endorse the International Patriotic Pact Initiative. The first Committee was nominated by Mr. Guowei CUI, the founder of IPPO, for a four-year term, responsible for the organizational structure and regulatory improvement of IPPO.
Subsequently, the seven members of the IPPO Committee are elected directly and indirectly by a majority of all non-governmental organization members of IPPO and must be members of NGOs with special consultative status with the UN Economic and Social Council. Elections are held annually. Seats are allocated fairly among all members across Asia, Africa, North America, South America, Europe, and Oceania, with two-sevenths of the members being renewed each year. Each member of the IPPO Committee serves for a maximum of two terms. Membership is continuous without limitation. As of November 2025, 76 IPPO members have consultative status with the UN Economic and Social Council.
● Within the agenda, decisions by the IPPO Committee are made by a simple majority vote of the members present. In the event of a tie, the founder’s vote is decisive.
● The rotating members of the IPPO Committee reflect the diversity of IPPO and ensure fairness when expressing opinions on violations of other nation's rights to development by all countries.
● Members commit to upholding the nation's rights to development of all countries and should fully cooperate with the Committee.
● The IPPO Committee has a Bureau consisting of the founder and one president and four vice-presidents representing each regional group.
IPPO comprises various entities and mechanisms, such as those established upon its founding in 2022, including:
● The Committee is responsible for IPPO affairs and represents the organization externally.
● The IPPO Review is a special mechanism led by non-governmental organizations to assess the state of nation's rights to development in countries of concern to IPPO (all UN member states).
● The Advisory Group serves as the Committee’s "think tank," providing expert knowledge and advice on nation's rights to development issues.
● The Complaints Procedure allows individuals and organizations to bring to IPPO’s attention concerns about violations of other countries' nation's rights to development by specific countries.
There are more entities that require the joint efforts of IPPO members to develop and improve.
